Implications of the NHS White Paper for Commissioning & Joint WorkingBegin: 20.07.2010, 13:00

A seminar to discuss the position of integrated or joint commissioning and working in the light of the recently issued NHS Operating Framework and the White Paper ‘Equity and Excellence: Liberating the NHS’ which has just been published this week. The implications within the White Paper for Commissioning include:
• Services will be more joined up;
• New role for Local Authorities to support integration across health and social care;
• Groups of GPs will be given freedom and responsibility for commissioning care;
• Providers of services will have new freedoms and they will be more accountable;
• There will be greater competition in the NHS and greater co-operation.

This seminar follows up on a series of expert classes run over the first part of this year and priority will be given to those who have already taken part. This is an important time to be discussing this topic with the Revision to the Operating Framework for the NHS in England 2010/11 newly published and including the statement “Joint working and commissioning between PCTs and Local Authorities will be of increased importance in order to deliver better outcomes for patients, service users, and their carers” (p6).
The agenda for the day is developing as follows:
• Professor Bob Hudson is preparing a policy update which will bring us up to date on what we know about the Coalition Government’s view on commissioning;
• When we last participants agreed to work on one or both of the Skills Audit Tool and creating a Business Plan or PID for the area of development worked on in previous sessions and the first part of the day will be devoted to feedback from this work;
• We are going to be joined (amongst others invited) for a panel discussion in the afternoon by:
- David Jones, Deputy Regional Director (Social Care and Partnerships) from the Department of Health in the North West
A limited number of places may be available to the public parts of the day for those who have not already participated in the programme. We will confirm all successful applications by 15th July 2010. There is no charge for attendance at this event.

The NWJIP is hosting this event to bring together staff and volunteers aiming to work with carers from Black and Minority Ethnic (BME) backgrounds to look at different approaches to working with BME carers, and how the staff across the sector can develop creative and appropriate services which effectively meet needs of BME carers in the North West.
Key note speakers are members of the National BME Carers Panel hosted by the National Black Carers and Carers Workers Network and The Afiya Trust, who have contributed to highlighting the needs of BME Carers within the National Carers strategy. They have also led regional conferences launching the report ‘Beyond We Care Too’ and working alongside the CQC and Standing Commission for Carers, and will give an outline of the needs of carers from a cultural perspective.

Across the country CSED are helping councils to review and revise their use of Reablement and Telecare services to improve outcomes for users and carers and importantly in the current financial situation create cashable savings.
