In order to promote this work fully it is suggested that each PCT area sends a team to one event and we suggest that this team should comprise of the following:
The chair of the health subgroup (of the learning disability partnership board), a senior lead from the PCT, a self advocate and a carer representative, someone from the community team for learning disabilities, a commissioner, your acute liaison lead and a representative from contracting.

Developing diversity in local care provision is one of the ways in which “care providers, councils and their partners will work to further develop and deliver a personalised, community-based care and support system with a focus upon effective prevention and the shifting of resources from crisis and acute interventions”. Think Local, Act Personal Concordat.
The Concordat identified market position statements as one way of supporting this. These statements were proposed by the National Market Development Forum - a short life group comprising commissioners and providers from across the public, private and voluntary sectors. The Forum involves around 50 leaders from local authorities, voluntary organisations, major private service providers and national umbrella bodies. It is supported by the Department of Health, the Association of Directors of Adult Social Services, the Local Government Association, and I&DeA (now LGID).
Recent work led by the Institute for Public Care for the Forum has produced a series of papers designed to explore key challenges and develop approaches to improving the social care market, the content of which is reflected in this event.
This seminar will provide senior commissioning managers and providers with the chance to reflect upon progress in the North West towards producing “Market Position Statements” and their activities towards developing a diverse and sustainable local social care market. In particular the day will cover:
• Briefly review government policy themes
• Look at supply and demand and the implications of current trends
• Explore an approach to market facilitation.
• Next steps for public care commissioners and providers

The North West Joint Improvement Partnership has commissioned the University of Central Lancashire to develop a programme of skills development for commissioners in both health and social care, at higher education level. The core product available is the Integrated Commissioning of Social Care and Health Programme delivered over two three day sessions (non-residential) as Continuous Professional Development, or Advanced Certificate. It can also be combined with a further module as a Postgraduate Certificate programme on Commissioning Population Mental Health and Wellbeing. A sample programme is attached.
There is no charge for attendance at the basic modules which make up the Integrated Commissioning of Social Care and Health Programme i.e. at CPD level. Candidates who wish accreditation at undergraduate level or above and who do not already possess a similar qualification at this level are required to arrange for the contribution of a fee of £350 to NWJIP to cover the costs of accreditation (irrespective of at which level).

Health and Wellbeing takes centre stage for local government and the NHS with the proposals in the White Paper Equity and excellence: Liberating the NHS and the forthcoming White Paper on Public Health. NWJIP is pleased to be exploring these issues with delegates by hosting this event together with the University of Central Lancashire. UCLAN were commissioned by the National Mental Health Development Unit (in partnership with the Department of Health) to develop Guides on commissioning population mental health and well-being. The guides will be launched in the North West at this important Conference and delegates will be able to hear directly from two of its authors Karen Newbigging and Chris Heginbotham.
Getting people to lead healthy lifestyles and to instil positive mental health requires more than local authority and NHS investment important as that is. The first part of the day will take the form of a convergence conference - NUDGEWellbeing - an opportunity to explore how local authority, NHS and third sector staff can catalyse or 'nudge' people into healthier behaviours. Based on an influential book by Richard Thaler and Carl Sustein, NUDGEWellbeing will be the chance to have some fun and at the same time develop workable ideas to improve wellbeing.
Over the last twelve months, four North West localities have been using NWJIP funding to support developments which could benefit from the use of flexible resources and commissioning in the delivery of wellbeing. Conference delegates will also have the opportunity to hear early messages from the evaluation of this work, and to consider the localities’ experience and findings in more detail.

Launched alongside 'A Vision for Adult Social Care: Capable Communities and Active Citizens', the consultation sets out a new strategic approach to quality and outcomes in adult social care. This is an enabling framework which seeks to place outcomes at the heart of social care, improve quality in services, and empower citizens to hold their Councils to account for the services they provide.
This is a broad agenda founded on our principles of localism and recasting the relationship between national and local Government and people who use services. It sets out a process for a fundamental redesign of accountabilities to remove the burden and agree a proportionate and appropriate approach with the sector.
This consultation marks an opportunity to discuss these issues and co-design the new agenda.

The NW Joint Improvement Partnership is hosting the NW Dementia Symposium which offers an opportunity to hear about how the national dementia strategy, ‘Living Well with Dementia’, is being implemented across localities. This seminar follows up on a series of expert classes run over the first part of this year and priority will be given to those who have already taken part. This is an important time to be discussing this topic with the Revision to the Operating Framework for the NHS in England 2010/11 newly published and including the statement “Joint working and commissioning between PCTs and Local Authorities will be of increased importance in order to deliver better outcomes for patients, service users, and their carers” (p6).
The agenda for the day is developing as follows:
• Professor Bob Hudson is preparing a policy update which will bring us up to date on what we know about the Coalition Government’s view on commissioning;
• When we last participants agreed to work on one or both of the Skills Audit Tool and creating a Business Plan or PID for the area of development worked on in previous sessions and the first part of the day will be devoted to feedback from this work;
• We are going to be joined (amongst others invited) for a panel discussion in the afternoon by:
- David Jones, Deputy Regional Director (Social Care and Partnerships) from the Department of Health in the North West

The NWJIP is hosting this event to bring together staff and volunteers aiming to work with carers from Black and Minority Ethnic (BME) backgrounds to look at different approaches to working with BME carers, and how the staff across the sector can develop creative and appropriate services which effectively meet needs of BME carers in the North West.
Key note speakers are members of the National BME Carers Panel hosted by the National Black Carers and Carers Workers Network and The Afiya Trust, who have contributed to highlighting the needs of BME Carers within the National Carers strategy. They have also led regional conferences launching the report ‘Beyond We Care Too’ and working alongside the CQC and Standing Commission for Carers, and will give an outline of the needs of carers from a cultural perspective.
